A Voronoi layer is also present for a better interaction experience. Use the checkbox in the top-right of the chart to see the Voronoi. This makes it easier to hover over small circles. Even moving the mouse pointer close to a circle whose info you wish to see activates the tooltip. The pointer doesn't have to be exactly over the circle.
